The construction of think tank mode has three factors： data mining technology， think tank librarian reserves and financial support， and the construction principles are standardization， digitization and specification. According to the present situation of the development of think tank in libraries of universities and colleges in China， this article put forward the construction measures of the embedded think tank in libraries of universities and colleges under big data environment： clarify the positioning of the think tank and maintain sustainable development。
在长期的发展过程当中，公共图书馆确实在发展公共阅读、培养大众拥有良好的阅读习惯等方面有其自身难以被超越的优势。如果对其行政特权的色彩继续进行强化，实际上就是对民间力量的一种排斥和阻碍。
所以，设施布局在很大程度上影响了我国公共图书馆事业的发展同时，图书馆对于图书和设备等的采购要严格把关，让经费落到实处，不浪费一分钱。新时期图书馆行政管理工作的主要内容之一便是对员工的管理和分配。
当职工之间出现了矛盾而没有被好好处理的时候，?⒒嵫现赜跋焱际楣菰诵械男?率，导致行政管理工作受阻。同时，这套管理制度应该包含合理的奖惩制度，对普通职工具有良好的激励和引导作用。

3 新时期图书馆行政管理工作策略3.1 坚持人本思想，以人为中心3.1.1提高员工业务水平图书馆行政管理工作的重要组成部分是对人的管理。重点要讲到的是订阅号和服务号。
8）壹学者（移动学术科研服务平台）。这一块是体现图书馆官方微信阅读功能的一大块，十分带有图书馆特色。
在确立了建设目标后，接下来便是微信平台团队的组建。微团队建设需要由馆领导、平台所归属部门负责人、网络技术支持负责人、微信具体负责人（指导老师）和具体分工个人（馆员老师或学生）组成。
