图书资料室数字化建设落后等问题，严重制约着图书馆的发展。图书馆要谋求发展，必须大力引进人才，制定各项切实可行的优惠政策，引进高素质创新人才，要注意，应保持内部人才的稳定性，并注重开发内部潜在人才。
3、引进管理人才。传统图书馆是永久保存人类文化遗产的重要场所，它具有许多优点，但是它的各种局限性与落后性，已远远不能满足当今人们对信息知识的渴求。
