By analyzing its operation process， operation mechanism， plan of action and value，this paper obtains the following revelations， including the librarians continuing education in China should renew the educational ideas， change the management models and optimize the design of the teaching. The librarians continuing education at home should embody the educational ideas of the people-oriented idea， the subject idea， the personality idea and the open idea， as well as adopt the management models of collegial model， fuzzy model and cultural model and apply the instructional designs of the combination of the teaching goal， object， content， method and evaluation.　　Keywords SDA Model. Instructional designs.　　2014年中国图书馆年会的主题为馆员的力量：改革?发展?进步，会议围绕馆员的胜任力与继续教育、馆员能力提升与馆员制度等议题，推介了美国大学图书馆有关方面的探索与实践，提出转型时代的图书馆员要成为新环境下用户问题的解决专家。

目前，我国公共图书馆事业省、市、区（县）、街镇和社区（村）四级图书馆服务网络基本形成。三、 加强基层图书馆建设的几点建议1.加强文献信息资源建设。

虽然街镇文化站有一定的活动经费，但大部分文化站的图书购置经费不足，不仅没有纳入当地政府财政预算，而且大多街镇图书馆行政经费仅能满足水电和部分人员薪酬支出，社区图书室购书经费更困难，造成图书较少。街镇图书馆一般设在文化站里，图书室与文化站老年之家、少儿活动室甚至麻将室等安排在一起，阅览面积较少。专职员工不少于4人，年专项购书经费不少于3万元。

有专门的电子阅览区，提供电子阅览服务的计算机数量不少于20台。一些基层图书馆的图书大多来源于区级图书馆的流动下拨，由于图书更新不及时，对读者吸引力不够，造成图书室使用率下降，影响了对图书的阅读兴趣。

4.场地设施欠缺。

社区图书馆面积最少30平方米、阅览座位不少于10个。1.阅读形式现代化。

此类阅读的优点是阅读的便利性与快捷性更高，缺点是读者难以通过此种阅读构建结构化的知识体系。大学生作为智能手机等数字阅读终端的重要使用群体，加之其尝试和接受新阅读形式的能力和愿望更强，阅读场所的多样化需求更高，故在大学生读者群体中阅读形式的数字化、阅读场所的移动性程度较一般读者群体更高。

移动图书馆注重的是数字化内容的推介，通过智能手机等手持设备，可以实现数字资源的检索及跨库检索，实现馆内中外文图书、期刊及学位论文等各类数字资源的全文阅读，真正地实现移动阅读。大学生读者群体的关注对象广泛性以及时间的自由度更高，加之专注点更容易被转移，因此阅读结构的碎片化程度更高，不利影响也更大。
