This paper explores the American university library innovative practice from two aspects： management transition and service innovation. The authors proposal are as follows： improving management philosophy， breaking institutional constraints， learning and absorbing the advanced method and technology for service innovation， and hard innovation and soft innovation should coordinate for development. 以国家图书馆为例，每个读者只能复制一本书的1/3的内容。而一旦缩小了使用的范围，对于个人的使用目的也就有了一定的辨别。
图书馆藏有大量的文献，因而，读者一般选择在图书馆使用文献资源。现在不妨假设，图书馆可以为读者提供复制服务。在使用作品时，为了节省时间，读者要求图书馆提供文献复制。
一、图书馆复制行为图书馆为读者提供复制服务是司空见惯的，但不得不注意的是，其中存在着非法复制的行为。那么，在实践过程中也存在着另一个问题：如何判断个人的复制目的。
二、图书馆复制服务中的问题（一）图书馆是否有权利复制作品图书馆作为开放的、公益性机构，要求提供复制的读者人数、复制的作品、复制的数量都是巨大的。
例如，签署承诺书，保证其是以非盈利为目的的复制。当大学生需要缓解情绪时，就可以轻松找到娱乐类的书籍进行阅读，从而舒缓心情，达到提高学习效率的目的。
一、智能移动图书馆建设随着移动智能终端设备的普及，当代大学生的阅读习惯已经有了一定的改变。因此，通过移动信息服务，高校图书馆就可以逐步改变这种尴尬的局面，即通过移动终端设备为大学生提供一定的娱乐方式。
利用移动信息技术进行高校图书馆建设也是时代发展的必然趋势。高校图书馆可以根据当代大学生阅读习惯的改变建设智能移动图书馆。
